For anyone like me who didn't completely understand what "reduces the homing capabilities of their attacks" for non-players meant, it essentially increases the turning radius of enemies while they're attacking. So if you're standing completely still infant of a melee enemy, they'll still hit you every time. But if you start circle straining around/behind them, they'll keep moving towards the direction you started and miss until they complete their combo and turn completely back around to start another attack chain. Haven't tested against ranged enemies yet so not sure what different interactions there are between archers that shoot arrows that move in a straight line vs mages that have slower homing projectiles.
